Top of the league and best site overall was West Lothian, once again followed very closely by Banbridge DC, two other sites remain in the top 10; West Oxon and Cherwell DC’s. At the bottom of the table representing the poorest site overall was Croydon.

New in this report, we also provide the details of the server operating system, allowing readers to make their own comparisons.

- Commendably, two websites Leeds and Lichfield had no errors, and 76 had fewer than 10. Bottom five of the errors table, each with in excess of 8,000 errors were; Brighton & Hove City Council, Lambeth Council, Sandwell Borough Council, Northumberland County Council and Liverpool City Council

- Nearly half the sites tested [225] failed basic meta data test for their front page [up very slightly from last test] – going against the government standard ‘EGMS’, along with causing sites unnecessary problems.

- 215 of the sites tested failed all basic speed tests, looking at first page download, simulated as being viewed by a home [56k], ADSL [512k] and user with corporate access [1mb], with only 86 passing all tests.

- 199 websites had 50 or less errors. 73 sites had between 51 to 100 errors, 88 had between 101 and 250, 33 had between 251 to 500 and 23 sites had between 501 and 1,000. The sites with over 1,000 errors [33] are listed separately in the report.

- Site with the lowest number of warnings was Tynedale District Council with a total of 19; Test Valley Borough Council had the highest number of warnings, with over 96,000.

- Site with fastest overall server response was Congleton Council, where average page response was 0.067 seconds. The site with the slowest response time was Coventry City Council where average page response was some 20 seconds per page.

- Site with highest download speed was www.sefton.gov.uk, and www.crawley.gov.uk had the slowest download speed of sites tested.
