Top of the league and best site overall was The Child Support Agency. At the bottom of the table representing the poorest site overall was Tracking Drugs.

This month both the DRC (disability rights commission) and the Governments own website focusing on Disability failed had failures when tested for the basic requirements of A and AA accessibility compliance. Most improved site for accessibility was the Home Office.

Website Function
- 1 site was error free this month Direct Gov and 11 sites had 10 errors or less. The site with the highest number of error occurrences in December was Tracking Drugs with nearly 800.

Website Compliance
- HTML – The sites with the lowest number of warnings [HTML standards compliance with the requirements laid down by W3C and IETF] was The Child Support Agency with 6. HM Customs and Excise had the poorest HTML, with nearly 50,000 failures.
- Accessibility – 16 sites scored 100% and 23 sites scored 90%+ on the automated tests looking at the requirements of Priority 1 (A) accessibility. 7 sites had less than 1% compliance when tested against the mandatory requirements for Priority 1 accessibility.
The range of tests [Web Accessibility Initiative WAI] that can be completed automatically are limited, 100% compliance with the automated tests does not mean 100% compliance to the requirements.

Website Performance
- 24 sites passed all basic speed tests, looking at first page download and simulated as being viewed by users with home [56k], ADSL [512k] and corporate access [1mb].
- The site with the fastest download speed was ECGD; Small Business Service had the slowest download speed and was 70 times slower than ECGD.
- The site with the fastest response time was Transport for London Rail Reg; had the slowest response time, and was 328 times slower than Transport for London.
